Strategic Review -2003 Stage 1 - Detail level of improvements required
Stage 2 - Identify
             - Process options
             - WTW locations / Pipeline options
             - Effluent Discharge Routes
Stage 3 - Assess Options in the light of planning and environmental policies

47 options - shortlist of 4 options

Stage 4 - Identify option which best meets policies, operational requirement and deliverability objectives
Short Listed Options 1. WTW with Marine Discharge at Foreness Point
2. WTW at Half Mile Ride (urban fringe) with Marine Discharge at Foreness Point
3. WTW at Weatherlees Hill with Marine Discharge at Foreness Point (View Option 3)
4. WTW at Weatherlees Hill with Discharge to River Stour

Key Scheme Elements
- Broadstairs
Refurbishment of existing plant and new pumping plant at Broadstairs headworks to transfer 3xdwf to Margate.
Refurbishment of Broadstairs storm outfalls.
Construction of 500mm dia. transfer pipeline from Broadstairs to Foreness Point. (Trenchless techniques through North Foreland Golf Course ).
Key Scheme Elements
- Margate
Replacement of existing preliminary treatment plant (6mm screening of all flows).
New pumps to transfer 3xdwf to Weatherlees site for full treatment.
New 3800 m3 storm tank within existing structure - all stored flows returned for full treatment.
New 0.6km storm outfall constructed in tunnel under the foreshore. Designed to operate < 2 times per bathing season.
Extension of above ground building to accommodate modifications.
Key Scheme Elements
- Pipelines
Twin 800mm dia. Pipelines between Foreness Point and Weatherlees site. Approx length 12km. Flow transfer to Weatherlees and return effluent to Foreness Point.
Route chosen to minimise both the environmental impact and construction time.
Open cut construction across open and agricultural land. Tunnel through the Cliftonville, Northdown, Westwood & Manston Airport to minimise disruption.
Special protection measures through groundwater 'Source Protection Zones'.
Key Scheme Elements
- Weatherless
Construction of new WTW adjacent to (but independent from) the existing WTW serving Ramsgate, Sandwich and Deal.
Grit / grease removal. Compact Primary Treatment. Conventional Secondary Treatment. UV disinfection.
Full odour control system.
Sludge thickening and dewatering, for removal as cake to a regional sludge treatment centre.
Why not discharge to the Stour? The River Stour flows through a number of nationally and internationally important nature conservation sites including Pegwell Bay.
The effect of an additional 70 million litres per day could adversely affect the constrained river environment
Adverse water quality impacts due to low dilution (6:1) in the Stour which already carries a heavy effluent load.
Discharge to sea via the existing long sea outfall will achieve high initial natural dilution (50: 1) and good dispersion.
Consequences of treatment process failures will have greater adverse impact in a highly sensitive river environment.
The River Stour option was considered potentially more damaging environmentally.
Re-cycling of Treated Wastewater Current supply-demand balance shows no requirement for a new strategic water resource within Thanet until 2015 at the very earliest.
Current proposals do not prevent treated wastewater from being used directly or indirectly for future water supply in the future, if it becomes publicly acceptable and cost effective.
Flooding implications if water sources are already full.
Continuous process -cannot switch off wastewater treatment works.
